Most organisations decide early which policies belong in Policy Passport. Employment Equity documents can easily sit outside that process because they are often managed by an EE consultant or the consultative forum.
But an EE Plan may result in updates to recruitment, promotion, reasonable accommodation or other procedures that managers are expected to apply.
Updating the procedure is only part of the job. HR may also need to show that the revised version reached the people expected to use it.

If the resulting procedures are already controlled through your EE process, nothing needs to change. If they are being circulated by email or left in an EE folder, Policy Passport can help manage the rollout of the updated procedure: relevant managers receive the correct version, outstanding acknowledgements are visible, and HR retains a record of what was issued to whom.
